Artificial reefs References

There is someone I know here in Houston who is heading off the "Rigs to Reefs"
program off Galveston island in Texas. He has also worked with similar
programs off the Calfiornia coast and has, if I am not mistaken, accumulated
some pretty good data and refernce material already.  His name is James
