CHIEF TECHNICAL ADVISOR--Biodiversity Conservation and Sustainable Development Project
Based in Moroni, Grande Comore, R.F.I. des Comores

IUCN - The World Conservation Union is an international organization that seeks to influence, encourage and assist societies throughout the world to conserve the integrity and diversity of nature, and to ensure that any use of natural resources is ecologically sustainable and equitable. 

In the Comores, the Eastern Africa Regional Office (EARO) of IUCN is implementing an integrated GEF/Capacity 21 project to build Comorian capacity to conserve biodiversity within a framework of sustainable development.  The project, of five years duration and now in its second year, will assist to establish the legal, financial, institutional and operational frameworks and essential technical skills for collaborative management and sustainable use of biodiversity.

IUCN EARO is looking for an experienced professional as the Chief Technical Advisor (CTA) to implement the project with the Directorate General of the Environment within the Ministry of Production, and the Environment.  The CTA will play a supportive role to the Director General of Environment, and will work closely with the National Project Coordinator and other project staff.  He/She will be the focal point for the coordination and delivery of the overall IUCN technical assistance programme under the project and management of the project finances under the IUCN budget lines.

He/she will need technical expertise and direct experience in the following areas: 

Ø Development of governmental and non-governmental institutions and personnel, including cross-sectoral coordinating mechanisms, and working with counterparts; 
Ø Biodiversity conservation activities--such as PA design and management and species recovery plan development and implementation;
Ø Community-based natural resource management and/or biodiversity conservation, including development of collaborative management frameworks and agreements;
Ø Mechanisms for funding conservation, (including proposal writing).  (Direct experience with endowment funds will be an advantage.)

The ideal candidates should have: 
Ø Minimum Masters degree in a discipline related to Natural Resource Management and ten years experience, preferably in Small Island Developing States and/or Africa;
Ø Proficiency in spoken and written French and English;
Ø Project management experience, excellent interpersonal and team building skills, and an ability to organize and motivate others;
Ø Demonstrated skills in facilitation, training, conflict resolution and communications.

The contract will be for two years, renewable, and will start as soon as possible. CONSEILLER TECHNIQUE PRINCIPAL - Projet de Conservation de la Biodiversité et Développement Durable en République Fédérale Islamique des Comores.


Le Bureau Régional d'Afrique Orientale de l'UICN - l'Union Mondiale Pour la Nature (UICN-BRAO) cherche à recruter un Conseiller Technique Principal (CTP) pour le projet mentionné ci-dessus. Ce projet pluridisciplinaire de cinq ans, exécuté par le Direction Générale de l'Environnement, a démarré en 1998.  Il a pour objectif d'établir les cadres opérationnels, institutionnels, financiers et légaux et de développer les capacités techniques nécessaires pour une gestion participative de la biodiversité et son utilisation durable.

Le CTP aura pour tâche de conseiller et d'aider à la gestion et à la supervision générale du projet. Les diverses composantes du projet sont : le renforcement des capacités, la mise en place du cadre institutionnel, légal et financier, la planification d'aires protégées basées sur la cogestion, la conservation d'espèces menacées, la sensibilisation et la participation des communautés locales et l'amélioration des sources de revenu de celles-ci. Le CTP aura un rôle de catalyseur et de facilitateur et gardera le souci de développer les capacités des institutions existantes et de leur personnel.

Le candidat idéal a une maîtrise dans une discipline pertinente et environ dix années d'expérience professionnelle dans la gestion des ressources naturelles et la planification de l'environnement, de préférence dans les petites îles en développement et/ou en Afrique. Elle/il doit avoir une expertise technique et une expérience concrète dans suffisamment de domaines tels que le renforcement des capacités des institutions et du personnel, les mécanismes de coordination intersectorielle, la formation, les activités de conservation de la biodiversité comme par exemple les aires protégées et la conservation des espèces, la gestion communautaire des ressources naturelles et/ou leur conservation, et les mécanismes de financement de la conservation de l'environnement.  Elle/il a fait preuve de ses capacités en tant que facilitateur et pourra former et  guider une équipe basée sur le terrain. Elle/il doit impérativement avoir de l'expérience en gestion de projets et avoir d'excellentes compétences interpersonnelles de communication, de formation et d'animation d'équipes. Finalement, elle/il doit parler et écrire couramment le français et avoir une très bonne connaissance de l'anglais.

Le contrat est de deux ans renouvelable et le poste est à pourvoir dès que possible.
