Dear Colleagues, 

This article appeared in the Daily Gleaner, Jamaica on August 14.  The landmark outcome was as a result of hard work by members of the Natrual Resources Conservation Authority/National Enviroment and Planning Agency (NRCA/NEPA) Legal Services, Mrs. Laleta Davis-Mattis and Mrs. Carol Excell and the Costal Zone Management Team under Mr. Krishna Desai and Mr. Learie Miller, with support from the Attorney Generals Department.   
 
Congratulations to the staff of the NRCA/NEPA.
