There is also the ships and buoys ICOADS collection, coarse resolution but
it depends on what you need, with measured irradiance, cloud cover, types,
wind and many others (the only available for past data). You have to enter
1° resolution to get sufficient data :

And if you program PASCAL, I have made a software to calculate sun
elevation (and % reflexion at sea urface and change of direction) for any
time and place, but actually I write the coordinates in the code. It is in
a classical Think Pascal for Macintosh).
