P.S. With respect to Steve Dunbar's original question about the effectiveness of education addressed at fishermen using destructive methods, he might be glad to know the following. When the Portland Bight Fisheries Management Council formulated penalties for contravention of fisheries regulations, the most severe punishment was reserved for those persons who used dynamite for fishing!
