The following 2 positions are availables:

Position #1:  MPA Effectiveness

I.M. Systems Group, Inc. (IMSG), a contractor to the National Oceanic
and Atmospheric Administration (NOAA) Coastal Services Center seeks an
individual to serve as an expert consultant assisting Marine Protected
Areas (MPA) staff in implementing performance and other effectiveness
measures. The position will be involved with developing and implementing
the “MPA Program Effectiveness” training course which will include goal
and objective setting, program logic models and performance measures.
Position responsibilities include developing and implementing training,
serving as a technical assistance consultant, and provide informational
services on MPA management effectiveness. As the MPA national system
framework is established this position will work with interagency
committees and stakeholders to design factors for measuring national
system effectiveness.   This position will work with a cross-agency MPA
team.

Experience in process skills, instructional design, training, and
evaluation is critical.  Understanding of marine protected areas,
adaptive management, and performance measures is strongly desired.
Knowledge of and experience with coastal issues and familiarity with the
coastal resource management community is important.  Excellent
communication skills and ability to work in teams are critical.

Located in Charleston South Carolina, the NOAA Coastal Services Center
serves the nation’s coastal resource management community by
facilitating access to and utilization of the most up-to-date
information, management strategies, and technology.  The Center houses
the National Marine Protected Areas Center, Training and Technical
Assistance Institute.  Target audiences for training and technical
assistance include marine and coastal natural resources managers,
educators, scientists, planners, and other coastal professionals.  For

Position #2:  Coastal Management Specialist

I.M. Systems Group, Inc. (IMSG), a contractor to the National Oceanic
and Atmospheric Administration (NOAA) Coastal Services Center (Center),
seeks an individual to serve as a Coastal Management Specialist to
support the Center’s Coastal Management Services Outreach Program.  The
position is a shared position between the Center located in Charleston
South Carolina and NOAA Office of Ocean and Coastal Resource Management
located in Silver Spring, Maryland. The position will be physically
located in Charleston, South Carolina but will travel up to Silver
Spring on a regular basis (once per quarter on average) for face to face
meetings, and will participate on weekly conference calls with staff
from Silver Spring.

The successful candidate will work on several coastal management
initiatives of interest to both NOAA offices including the national
coastal management performance measurement system and the coastal and
estuarine land conservation program.  The incumbent will also work on
community-related issues such as residential docks and piers regulations
and planning, and managing visitor use impacts.  In addition, the
incumbent will serve on the program committee for the Coastal Zone ‘05
conference.  Other projects and activities will also be assigned based
on the selected individual’s interest and expertise.

§ Experience in issues associated with land planning and land use,
recreation and tourism, coastal management and policy.
§ Experience in developing performance measures.
§ Experience in facilitation.
§ Understanding of social science methodologies and applications as they
relate to coastal management.
§ Self starter who is comfortable working with a variety of activities
and programs covering subjects ranging from coastal resource protection
to public access to community development.
§ Excellent communication skills (oral, written, and inter-personal)
