The global subsidies that exceed the value of the world's fish catch come 
from governments, who get their money from taxes from their citizens.  The 
citizens are forced to pay fishermen to do fishing that would otherwise be 
uneconomical, and help destroy the world's fish stocks.  That is called a 
"perverse subsidy."
