Request For Proposals

Solicitation Date: August 31, 2006

Response Due Date: September 21, 2006

Project 6: Best Management Practices (BMPs) for construction, dredge and fill
and other activities adjacent to coral reefs.

The overall goal of this project is to compile, review and develop best
management practices (BMPs) for coastal construction, dredge and fill and
other related activities adjacent to coral reef ecosystems in southeast
Florida. Review, identification and evaluation of coastal construction
techniques, management practices and scientific literature will be conducted
and compiled to develop this BMP document. This process will provide for and
incorporate public review and comments.

This project will research and combine the best available scientific and
technological data from government agencies, non-governmental organizations
and scientific literature that is appropriate to southeast Florida.
Information will also be collected and synthesized from representatives of
the coastal construction industry involved with dredging, coastal and
nearshore construction, infrastructure installation, beach renourishment,
shoreline stabilization, blasting and other documented activities that
impact, or could impact coral reefs. Information sources will include marine
contractors and construction firms, coastal engineering firms, regulatory
agencies, environmental agencies, construction contractors, non-governmental
and not-for-profit organizations, and academic institutions.

The primary focus of this project is to develop a document of marine and
coastal construction BMPs that will provide essential information and serve
as a guidance tool for coastal construction engineers and firms,
environmental managers, planners, regulators and resource users on the best
methods for constructing, managing and monitoring coastal construction
projects. This effort is expected to serve to minimize and/or eliminate
impacts to coastal habitats and reef ecosystems associated with the varied
construction related activities that occur in these regions.

The selected contractor will work in coordination with the SEFCRI MICCI Team
to develop a BMP document for coastal construction and related activities in
southeast Florida.
