[Coral-List] "Over the water" villas & their impacts

The British Virgin Islands are currently undergoing a number of developments and the latest call for "over the water" villas, several proposed for Little Dix Bay, Virgin Gorda. Does anyone have any information such as terms of reference for developing an EIA for such a project, any similar projects that failed, any studies on their impacts, etc.?  ANY information would be appreciated as this is the first of several similar proposed projects.
