Consolidated Safety Services (www.consolidatedsafety.com), a contractor 
to the National Oceanic and Atmospheric Administration (NOAA) in Silver 
Spring, MD, seeks an individual to serve as a Communications and 
Outreach Specialist to coordinate and promote marine and coastal 
science. This individual will work with NOAA's Center for Coastal 
Monitoring and Assessment (CCMA) (www.ccma.noaa.gov). Based in Silver 
Spring, MD, CCMA's mission is to assess and forecast coastal and marine 
ecosystem conditions through research and monitoring. CCMA scientists 
conduct field observations at regional and national scales in the broad 
thematic areas of coral reef ecosystems, marine protected areas, coastal 
and ocean assessments, contaminant monitoring, eutrophication and 
harmful algal blooms. CCMA is one of five National Centers for Coastal 
Ocean Science within the National Ocean Service.

Working with the CCMA Director and Branch Chiefs, the Communications and 
Outreach Specialist will oversee and assist in the development of all 
outreach and communication activities to increase the national 
visibility and impact of CCMA.  The applicant must apply prior work 
experience in planning, implementing and evaluating projects, preferably 
from a coastal and ocean management agency, that can support CCMA's 
mission.

Specific duties may include, but are not limited to:*
1.    Working independently and on small teams to develop and implement 
national-level outreach and communication strategies and products that 
further the mission of CCMA. This may include developing and 
coordinating communications and outreach functions for CCMA, including 
leading a communications and outreach workgroup, creating outreach 
products to the media, partners and stakeholders, and communicating the 
Center's science activities to a variety of audiences.

2.    Foster relationships and build new partnerships in NOAA and with 
state and federal government agencies, private groups and not-for-profit 
organizations to leverage information and identify opportunities for 
collaboration;

3.    Create and disseminate outreach materials such as the CCMA's Web 
site, video documentaries, real-time media updates for research cruises, 
podcasts, brochures, fact sheets, briefing materials, posters, as well 
as plan and prepare media packets and press releases.

4.    Provide communications and organizational support for regional and 
national programs, events and workshops.

5.    Provide analysis and review of CCMA program and management 
policies relevant to communications and outreach objectives.

Qualifications:
1.    Master's degree or Bachelor's degree with several years experience 
in a communications, marketing and/or outreach capacity.

2.    Excellent written and oral communications skills

3.    Demonstrated experience with a variety of communication strategies 
and methods such as social marketing, outreach campaigns, written 
materials/briefings, press releases, Web site development and content 
management, brochure development, layouts, etc.

4.    Experience with the executive and legislative process, CCMA 
scientific themes and natural resource management programs.

5.    Ability to independently conceptualize, develop, implement, and 
manage multiple simultaneous projects.
