The peers prepared the reports, Gene, much like the NAS convenes panels 
to review research on a subject and prepare a consensus report.

First the scientists have to reach a consensus, then they submit a draft 
report for government review -- and the governments have to reach a 
consensus, too.

Given the need for all this consensus building, the IPCC reports are 
biased towards the politically palatable (i.e., mild side) rather than 
the environmentally extreme.

Most of the ocean scientists I have been running into lately think 
conditions are worse -- and will be worse -- than what the IPCC reported.
