Dear Kristen,
The help vs. harm of artificial reefs depends on a few considerations:

1) In the hierarchy of management decisions - Respect, Restore, Replace -
artificial reefs are the third option.

2) What type of habitat is the artificial reef replacing?

3) Artificial reefs can be a strategy for taking pressure off natural reefs,
but there are unknowns - what populations will they attract? will they
lessen impacts on natural reefs? attract invasive species? ...

There are many types of artificial reefs, and many locations in which they
might be used, and each one would be an individual situation.
