Good Idea but  this has been done before. Miles Hayes (Resource 
Planning Institute) did all this in the 1970s and He and  his wife 
Jacqui Michele have worked closely with NOAA re spills since the 
early 1970s.  Right now they are gritting their teeth watching 
everything getting reinvented.
Incidentally I helped write the API oil spill response manual in the 
1970s...Marshes (and everything that lives there) are at the top of 
the list and corals at the bottom (I wrote that chapter). Gene
