[Coral-List] spearfishing regulations in the Caribbean

We would like to get references to literature or reports on recreational or artisanal spearfishing in the wider Caribbean and its documented effects on coral reefs and marine ecosystems.

In Aruba politicians are considering creating an exemption clause on the total ban on spearfishing currently in place to allow for controlled spearfishing by "registered spearfishers".

Anyone out there to help me out with debunking the myth of "controlled spearfishing"?
