[Coral-List] South Beach reef project

The Environmental Coalition of Miami and the Beaches is planning a snorkel trail near South Beach, one of the most visited beaches in the world. We have a resolution from the City of Miami Beach that recognizes the need to mitigate for a major beach dredge-and-fill project that covered the area's closest nearshore reef about a decade ago. Next year we are facing the Deep Dredge project for the Port of Miami, and many unprotected corals within Government Cut inlet will be destroyed unless we can move them (some limited mitigation has been arranged). We need to act soon. 

This is my first attempt to coordinate such a project, so I would appreciate advice, especially as concerns legal matters and funding. I recognize this project is very local, but it would reach a very international audience if successful. Even if we stumble, it can also start the conversation of how to "act locally." Doing nothing is not an option.
