[Coral-List] MPAs as mitigation?

Jessica,
We're proposing development of semi-private pocket-MPAs, along with active coastal ecosystem enhancements (coral/mangrove propagation/planting, fish&shellfish head-starting), as options to seagrass relocation in spots where there is plenty of seagrass. So far these have been in Jamaica, where the legal structures are favourable, but concept and language is largely transferable.
