[Coral-List] Potential Positions: marine resource management in Indonesia

Dear List,
I am looking for two marine resource management experts with Indonesian experience to complete a team bidding on the USAID Sustainable Ecosystems Advanced (SEA) project. This project is targeted at improving marine resource management in eastern Indonesia (West Papua, North Maluku and Maluku). I am seeking a Sustainable Fisheries Advisor and a Governance/Institutional Development Advisor for this work. I am hoping to recruit Indonesian experts. The job descriptions are as follows:

The Sustainable Fisheries Advisor is a senior technical professional with highly credible skills and experience with a broad range of fisheries management issues related to the Indonesia marine context. It is preferred that s/he be embedded on a full-time basis within MMAF. S/he must be responsible to ensure coordination and communication on all aspects of USAID’s SEA project with MMAF staff (both in Jakarta and in the target area), and to become familiar with the technical programs and approaches of other donors and partners to ensure coordination and consistency in technical approach. The Sustainable Fisheries Advisor must have the following qualifications:
• Exemplary professional experience in fisheries management, especially related to practices to reduce overfishing and destructive practices, use of ecological reserves and MPAs to increase fisheries productivity, and knowledgeable of the current Indonesian and local government context.
• Proven experience in undertaking activities aimed at capacity building government policy and regulations, assisting the private sector to adopt sustainable fishing practices, and monitoring and data collection on fisheries to improve technical, financial and management performance.
• An advanced graduate degree in environmental or fisheries management, conservation, or related discipline.
• Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
• Three to five years’ experience working in sustainable fisheries in developing countries with specific fisheries management experience in Indonesia preferred.
• Strong English writing and speaking skills.
• Some proficiency in Bahasa Indonesia and knowledge of Indonesian culture preferred.

The Governance/Institutional Development Advisor is a senior technical professional with highly credible skills and experience with a broad range of governance and institutional development issues related to the Indonesia context. It is anticipated that s/he will be based either in the project’s main office in Jakarta or in one of the target province’s capital cities. S/he is responsible for the project’s governance sustainability objectives, including vertical and horizontal integration of responsible governmental and non-governmental actors at all levels. S/he must also oversee the development and implementation of the sustainable financing objectives. The Governance/Institutional Development Advisor must have the following qualifications:
• Exemplary professional experience in institutional strengthening and partnership building, including a track record in effective institution strengthening, public policy development,public participation and partnership building with government at local and national levels.
• Proven experience in undertaking activities aimed at increased political support and access tofinancial resources for community development, conservation, and environmental improvement.
• Demonstrated understanding of decentralized Indonesian governance system, including experience advising the executive and legislative branches of local government in budgeting, planning, management of services and/or policy development.
• An advanced graduate degree in public financing, regional development, business or public administration, or related fields.
• Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
• Working experience in developing countries, with experience in Indonesia preferred.
• Strong English writing and speaking skills.
• Proficiency in Bahasa Indonesia and knowledge of Indonesian culture highly preferred.
