I would use (slightly modified)  language incorporated in the US Marine Mammal Protection Act  (MMPA 0f 1972, as amended in 1994)



“Unless engaged in the lawful hunting, collecting, or harvest of marine life, divers or snorkelers should never harass, or attempt to harass, any marine animal.  This includes, without limitation, any of the following:


(1) Deliberate physical contact with, restraint, or detention of marine animals, no matter how temporary


(2) Feeding or attempting to feed a marine animal”
