CONSULTANCY CALL FOR SUPPORTING REEF CHECK DOMINICAN REPUBLIC IN THE STRENGTHENING OF MARINE PROTECTED AREAS IN THE CARIBBEAN

 

BACKGROUND

Reef Check Dominican Republic (RCDR) was founded in 2004 to promote the exchange of scientific and technical information on the application and management of marine resources in the Gulf and Caribbean region. RCRD involves academic, governmental, and commercial stakeholders ensuring a broad perspective on relevant issues, and encouraging dialogue among groups that often operate in relative isolation to one another. 

RCRD has been a partner of the SPAW subprogramme of  UNEP’s Caribbean Environment Programme (CEP) for the last 8 years on the development and strengthening of the Caribbean Marine Protected Areas Management Network and Forum (CaMPAM). CaMPAM is an integral component of UNEP CEP’s Specially Protected Areas and Wildlife (SPAW) subprogramme <http://cep.unep.org/operational-components/plonearticlemultipage.2005-10-03.4690343384/plonearticle.2005-10-03.5299274574> in the Wider Caribbean.  RCRD in collaboration with the SPAW subprogramme and with financial support from the Directorate for the Environment of the Ministry of Foreign Affairs of Italy, through the project Biodiversity for Sustainable Development in the Caribbean through Ecosystem Based Management, is currently seeking the services of an independent consultant to  conduct an evaluation of the impact of CaMPAM’s network and forum activities for the last 15 years on the Caribbean marine protected area community with a view to identify gaps and improve its delivery. 

EXPECTED ACTIVITIES

Review information on the activities implemented by CaMPAM in the last 15 years
Develop and implement a procedure to gather information from marine protected areas (managers) and related practitioners from other institutions on the impact of CaMPAM tools (training, internet fora, small and medium grants, exchanges, other projects) on both the individual and institutional marine protected area management capacity in the last 15 years.
Conduct a survey among MPAs staff/practitioners, covering different languages and subregions within the Wider Caribbean.
Write a report on the impact of CaMPAM and its activities program in the Wider Caribbean, in particular on the strengthening of  MPA capacities and provide concrete and realistic recommendations for improvement. 
 QUALIFICATIONS

International expert with excellent knowledge and understanding of marine conservation issues in the Wider Caribbean, of relevant institutions, the governments and their needs, as well as SPAW and CaMPAM is required.  A qualified professional (Masters level or above) with full command of Spanish and English languages is necessary. An individual with knowledge and expertise in capacity building and training and effective capacity building tools is highly desirable. Member of the CaMPAM List and network and who has a network of contacts in the region that are potential sources of information will be useful.
