coral reef policy information

Dear coral-listers:

I'm working on a tight deadline for a general paper regarding coral reef
conservation issues, and would very much appreciate any leads you can
give me on international, inter-governmental policy designed for
preservation of coral reef systems, particularly in the Caribbean.

In addition, if anyone out there needs similar information, I will be
happy to pass on any leads I get.
