   The application "Tide Stamp" by Brian Burke does this.  It's for Mac.
There is another program called "Xtide" for Xwindows, by David Flater
available at ftp://speckle.ncsl.nist.gov/flater/sources/.  Both use the
Harmonics database for predictions.
