The article on coral smuggling arrests says
"Coral and seashell items are often sold as souvenirs in gift
shops and other stores in the United States and around the world.
Consumers in this country should make sure these products are
legal before buying them."
The question I have is,
HOW can a consumer make sure a coral item in a gift shop is legal?
Are there any circumstances in which a coral item being sold as a gift or
souvenir is okay?
