Are paper parks useful?

At a recent meeting on protected areas in the Caribbean 'paper parks'
came up for discussion. Some considered them worse than useless -
giving a false sense of security and generating a feeling that
action had been taken. Others said they were a useful precursor and
a necessary step in the slow moving progression towards effective
protection. I'd be interested in hearing other people's views,
particularly if you have examples or case studies. Please reply to me
directly.
