Three of the more important references on anchor damage include:

Rogers, CS and Garrison VH (2001) Ten years after the crime: lasting effects
of damage from a cruise ship anchor on a coral reef in St. John, USVI. Bull.
Mar. Sci. 69(2):793-804.

Davis, GE (1977) Anchor damage to a coral reef on the coast of Florida.
Biol. Conserv. 11:29-34.

Smith, SH (1988) Cruise ships: a serious threat to coral reefs and
associated organisms. Ocean Shoreline Manage. 11:231-248.

Also you may want to check with Walt Jaap of FMRI, he worked on an anchor
restoration project in Grand Cayman. See 
Jaap WC (2000) Coral reef restoration.  Ecol. Eng. 15:345-364.
