Introduction and Description:  I.M. Systems Group is a small contracting
firm that provides professional management and information technology
services to projects with schedule and technical challenges.  I.M.
Systems Group is seeking to fill a full time, outreach and
communications contract position.  The position will support the
National Oceanic and Atmospheric Administration’s (NOAA) Coral Reef
Conservation Program in Silver Spring, Maryland.  Travel may be
required.  The approximate salary for the position is the mid-$40K.
I.M. Systems Group provides a competitive benefits package including

Position Opening:
We are seeking a Communications and Outreach Coordinator for the NOAA
Coral Reef Conservation Program, a NOAA wide program with participation
from four different line offices:  the National Ocean Service, National
Marine Fisheries Service, Oceanic and Atmospheric Research, and the
National Environmental Satellite Data and Information Service.

Knowledge, Skills and Abilities: Minimum qualifications include:
· Experience in communications, outreach, and media relations (including
development of communication strategies, media campaigns, press releases
etc);
· Background in marine science or management of ocean/coastal resources
(knowledge of coral reef ecosystems preferred);
· Excellent interpersonal, verbal, and written communication skills;
· Ability to work well independently and in groups;
· Strong coordination and organizational skills and ability to
prioritize and multi-task; and
· Ability to plan and execute meetings, work sessions, and workshops for
a variety of purposes.

Job Description:
· Develop a communication and outreach strategy (CO Strategy) for the
NOAA Program (including the U.S. Coral Reef Task Force);
· Coordinate successful implementation of the Program CO Strategy
including:
    o Produce of basic outreach/communications products including
exhibits; brochures;         backgrounders, fact sheets, press releases;

    o Establish partnerships with a variety of governmental and
non-governmental entities;
    o Support the outreach needs of NOAA Program partners such as U.S.
States and Territories that have coral reefs (Florida, U.S. Virgin
Islands, Puerto Rico, Hawaii, American Samoa, Guam, and the Commonwealth
of the Northern Mariana Islands);
    o Establish and maintain channels of communication between the Coral
Program and its constituents;
    o Serve as member of the internal Outreach & Education Working Group
of the NOAA Coral Reef Conservation Program;
    o Review education and outreach related grant applications (internal
and external) and scholarship applications (internal and external);
    o Build and maintain effective connections within NOAA’s educational
community to meet Program’s strategic needs;
    o Promote and advocate collaborative opportunities for
information/resource exchange and coordination around issues of mutual
interest to NOAA and its constituents, including national marine public
awareness and education initiatives;
    o Coordinate planning for special events;
    o Negotiate participant roles and provide management coordination in
the execution of special projects; and
    o Develop a reference guide to NOAA resources supporting the
Strategy.
· Work with NOAA Office of Public Affairs and other NOAA offices as
appropriate to develop and transmit press releases and other media
vehicles for the NOAA Program and U.S. Coral Reef Task Force;
· Chair and coordinate the Outreach & Education Working Group of the
U.S. Coral Reef Task Force.  Tasks include maintaining the outreach and
education page of the USCRTF; assisting in the logistics and planning of
USCRTF meetings; and
· Participate in USCRTF Steering Committee teleconferences to report on
USCRTF Outreach & Education Working Group activities.
