[Coral-List] Dredged coral material for paving roads

Dear Ms. Johnson and fellow Listers,
 
There is a road that was built on St. Croix by the U.S. Army Corps of Engineers that utilized coral fill with a blacktop finish.  This road is dangerously roller-coaster-like, and the potholes that form in a matter of days are capable of swallowing small elephants without a trace.
 
Anyone here can testify that coral material is a very bad material for road construction, as it is unevenly porous and settles/packs erratically.  Could there be a geologist to suggest a land site that can provide better material for Micronesian Island roads?
