DEFINITION

     This position includes professional advanced biological and
scientific work engaged with the collection, measurement, analysis,
evaluation and interpretation of natural and physical ocean phenomena.
The Marine Resource Biologist is expected to use considerable judgment
and independence in the performance of his/her duties.  Work is reviewed
for consistency and adherence to established policies.

     The Marine Resource Biologist will serve to coordinate ongoing
collaborative monitoring and assessments for the St. Croix East End
Marine Park (STCEEMP), develop and expand programs where necessary,
support ongoing monitoring and assessments outside the park as needed,
build and manage a comprehensive database, prepare analysis or relevant
datasets, perform syntheses of related datasets, utilize this
information to advise future monitoring efforts, and assist in
developing management strategies.


RESPONSIBILITIES (Not all inclusive)

· Coordinate collaborative monitoring efforts for the St. Croix East End
Marine Park (STCEEMP);

· Assists with ongoing marine resource monitoring and assessment
studies;

· Identifies monitoring and assessment needs to develop/improve current
efforts;

· Build and manage a comprehensive database for park management and
other marine resource management activities;

· Analyzes existing databases related to marine resource management;

· Synthesizes information derived from different databases;

· Write grants to build territorial capacity for the management of
marine resources;

§ Serves as a scientific advisor to the USVI, Point of Contact for the
US Coral Reef
Task Force, and the Virgin Islands Marine Park Advisory Committee.


FACTOR 1 – KNOWLEDGE REQUIRED BY THE POSITION

     Considerable knowledge in analytical and computing skills, strong
writing skills;

     Considerable knowledge and experience with analyses of large
datasets;

     Considerable knowledge of Caribbean marine life;

     Considerable knowledge and experience with GIS database development
and management.

     Ability to prepare routine field protocols for ecological
assessments;

     Ability to exercise effective communication and work with groups
from diverse background;

     Ability to work independently while meeting established timelines.

FACTOR 2 – SUPERVISORY CONTROLS:

     Work is performed under the direction of the Director, Coastal Zone
Management.  The Marine Park Coordinator may delegate work, and he/she
may receive immediate supervision by either the Marine Park Coordinator
or the St. Croix staff from Division of Fish and Wildlife.  The Resource
Biologist will have minimal supervision and will be expected to work
both independently (e.g. database analyses) and also collaboratively
within DPNR.

FACTOR 3 – GUIDELINES:

     Guidelines include departmental policies, procedures, scientific
literature where applicable, records of previous projects, Federal
Rules, Regulations, Pamphlets, etc.

FACTOR 4 – COMPLEXITY:

     Work is advanced at this level and involves full responsibility for
executing plans, and programs.

FACTOR 5 – SCOPE AND EFFECT:

To provide information that will be beneficial in alleviating major
problems within the marine ecosystems; which in turn will improve
cultural conservation or other management and industry practices.

FACTOR 6 – PERSONAL CONTACTS:

     Contacts include co-workers, general public and agency
representatives, federal agencies, US Coral Reef Task Force, and others.

FACTOR 7 – PURPOSE OF CONTACTS:

     To provide information relative to marine ecosystems programs, as
well as to elicit cooperation in the gathering of data and the manner of
collecting and reporting such.

FACTOR 8 – PHYSICAL DEMANDS:

     The work requires bending, stooping, standing, swimming and scuba
diving in order to conduct research and achieve desired objectives.

FACTOR 9 – WORK ENVIRONMENT:

     Work is performed in marine ecosystems, laboratories, open sea and
an office.

MINIMUM QUALIFICATIONS:

     Master’s Degree from an accredited institution in Marine Biology,
Marine Ecology, Fisheries Biology, or a related field of study; plus two
(2) years relevant experience; or,

     Bachelor’s Degree from an accredited institution in Marine Biology,
Marine Ecology, Fisheries Biology, or a related field of study, and five
(5) years relevant experience; or, Two (2) years at the Fisheries
Biologist II level.

SPECIAL NECESSARY REQUIREMENTS:

     Scuba diving certification is required of all applicants/employees
assigned to this position.  Small boat operation is required.
