Stilt houses also often involve discarded cloth and plastic bags (or those
blown off a porch) which wrap around coral colonies, 'smothering' them.

Based on experiences in East Malaysia and Dubai, major
issues would include:

Presumption - NOT DIRECTLY ON CORAL

Status and maintenance of freshwater and sewerage
connections and disposal - presumably for direct
discharges

Wind/Wave induced current changes and the fact that
the villas would be sighted in shallow, intertidal,
low wave, low current regime to begin with - loss of
wind induced currents and circulation would heighten
any nutrient effect in the underlying water  

Piling/piers form attached media reactor for increased
bacteria and attached growth

Secondaries include villa debris (planting boxes,
etc.), motor boating liquids/petro, oils, grease, 

Direct shading relatively minor as the water would
have been shallow and probably sand bottom..
