Hi Simone,
CPCE is a program created at NOVA Southeastern University Oceanographic 
Center (NSUOC). Probably you can either downloaded or obtain more 
information at www.nova.edu/ocean/cpce. While I have not used CPCe, other 
researchers have told me it is excellent. In the case of Point Count 99, the 
program was created at the Phillip Dustan's lab. The web page is: 
http://www.cofc.edu/~coral/.
