At least one suggestion in this thread has involved further limiting presentation times as a way to solve the overage problem (7 minutes with a three minute Q&A period was suggested).
 
I submit that one reason for some of the overages might be that presenters, so used to the 15 and 5 format that predominates, had trouble adjusting to the 12 and 10 minute limits at ICRS.  It is often tough enough for many in the scientific community to keep to the typical constraints.  I seriously doubt that anything under 10 minutes is realistic.  Fewer presentations and a more typical time limit seems the most reasonable way to address overages to me...
