Dear Joseph,
Following are a few of the materials used for coral frag fixing unto substrates.
 
1.) Garf Reef Glue - sticks corals even below water so should be your choice. You can buy this online at

2.) Pink Aqua Stik Epoxy - You can use this under water. Below is the web site you can buy different glues according to your preference. They even have coral cutters etc.
