Thanks, but there isn't any doubt about the gist of Sarah's and Jennifer's messages and you are completely right by suggesting:  "Consider their response an automated response mandated by law not logic or reason".  
  
However, it is also clear that by following their obligations, they use a species selection which was executed out of the context of whole ecosystem and its temporal dimension. Such approach will affect the results.  
  
The petition was not written by coral specialists.  Why it was not discussed openly with specialists before to be sent from CBD to NOAA?  The problem is important, it deserves serious attention and analysis, and there are always professional meetings.  In this stage of the game, without the overall scientific picture this is impossible.
