FDEP OPS Marine Spatial Planning Coordinator Position Available

Title:  OPS Marine Spatial Planning Coordinator

Location:  Department of Environmental Protection, Douglas Building, 3900 Commonwealth Blvd., Tallahassee, Florida 32399.

Job Description:  A fulltime OPS position in the Office of Coastal and Aquatic Managed Areas, Department of Environmental Protection.  This position is funded through June 30, 2011.  The incumbent of this position will perform the following tasks:

.. Draft a long-term plan for the development of a Florida Marine Spatial Planning GIS database that includes coastal areas, as well as state and federal waters. This process should include rigorous input from the agencies, universities, non-governmental organizations, and citizens of the State of Florida.

.. Investigate the marine spatial planning efforts of other states and countries for information applicable to Florida's upcoming efforts (including, but not limited to: direction, functionality, lessons learned, etc.)

.. Collaborate with other entities in the acquisition of as many functional layers as possible for use in an interactive marine spatial planning database.
o Work with technical staff in the development and refinement of the database.
o Oversee the evaluation of marine and coastal data sets to determine their suitability and functionality for use in the database.
o Evaluate existing data layers and determine data gaps and additional data needed to maximize the functionality of the marine spatial planning effort..

Required Knowledge, Skills, and Abilities:  The successful candidate for this position must possess the following experience, knowledge, skills, and abilities.

Experience in:
.. Coastal/marine planning
.. Collaborative processes
.. The capabilities and general processes of GIS

Knowledge of:
.. Marine and coastal habitats and ecosystems, especially Florida's, as well as, the science used in their management
.. The terminology, principles and analytical techniques of the physical and natural sciences
.. The types of datasets that may be available and utilized in marine spatial planning efforts
.. Current state and federal efforts and mandates regarding marine spatial planning
.. Management principles and techniques
.. Web-based mapping and geographic representation of data

Abilities to:
.. Work collaboratively and communicate effectively with a diverse group of people
.. Establish and maintain effective working relationships with others
.. Interact with and maintain relationships with agency personnel at all levels
.. Plan and organize an extensive long-term process and appropriate intermediate goals
.. Plan, organize, and efficiently run meetings
.. Effectively motivate and supervise people
.. Determine work priorities, assign work, and ensure proper completion of work assignments
.. Understand and apply applicable rules, regulations, policies and procedures relating to coastal and marine areas
.. Solve problems, improvise, and make decisions
.. Assess budgetary needs and track expenditures over time
.. Work in a team setting as well as work independently
.. Prepare technical reports
.. Maintain a valid Florida driver's license

Salary:  Commensurate with experience.
