[Coral-List] Broward wants to keep dumping sewage in ocean

Isn't the Cartagena Convention LBS Protocol applicable to Florida? It has entered into force and prohibits treated sewage water to be dumped into the sea.

We have the same problem in Aruba where a municipal solid waste facility (MSW facility)  doubles as a sewage treatment plant and dumps excess treated sewage as "effluent" into the sea, alongside which the MSW facility is located.
