We have same the same thing in Cuba and also assumed tilefish - I'd be very interested to hear more about them too.

I have seen mounds of coral rubble (ca. 30-40 cm diam; 15-20 cm high) on sandy channel bottom 17  to 30 m depth in Maldives.
I suspect tilefish but I don't recall seeing them doing the building.
A web search was suggestive but did not produce a conclusive result.
I'll supply a photo to anyone who has some knowledge of such mounds and an interest in seeing the photos.
