There is no question that Fuskishima was a disaster.
A good analysis of the impact appeared in Oceanus (WHOI) Vol 50, Spring 2013 - The entire issues is dedicated to the findings.

 Ocean as we all know has currents and
 it not a lake, therefor the spread of radioactive materials
 be dispersed by the currents, not just sit there stagnantly.
 Also the
 highest concentration of radioactivity would remain near
