REEF RESILIENCE COORDINATOR JOB ANNOUNCEMENT
The Bureau of Statistics and Plans, Guam Coastal Management Program seeks a
full time, grant funded Reef Resilience Coordinator that will be housed at
the Guam Coastal Management
Program office in Sinajana, Guam. The Reef Resilience Coordinator will be
responsible for the following:

 Lead the development and implementation of Guam’s Reef Resilience
Strategy.
 Coordinate the response team, including facilitation of training
activities, and further development standard operating procedures and plans..
 Update coral reef managers on new and emerging reef resilience
information.
 Support efforts to examine community resilience to climate change..
 Conduct education and outreach related to reef resilience.

The position is one hundred percent federally funded under the NOAA Coral
Reef Conservation Grant Program (NA13NOS4820012) and will be filled as a
Limited Term Appointment up to
September 30, 2015 under the government of Guam Biologist job description.

Summary:
Guam reef managers seek to reduce the impacts of climate change by building
reef resilience. To accomplish this, Guam has developed a coral reef
response team to address impacts from coral
bleaching, coral disease, ship groundings, and Acanthaster outbreaks. Guam
would now like to hire a full time Reef Resilience Coordinator to assist
with the further development of the
response team and more fully incorporate reef resilience into other aspects
of coral reef management through the development and implementation of a
Reef Resilience Strategy.

Project Description:
This is a full time position for a Reef Resilience Coordinator. The goal of
this position is to coordinate Guam’s efforts to integrate reef resilience
principles into coral reef management and
education efforts. The coordinator will work closely with the Guam Coastal
Management Program, Department of Agriculture, Guam EPA, and NOAA
Fisheries. The coordinator will be
responsible for working with local and federal natural resource agencies,
educators, and scientists to build resilience in Guam’s reefs through
targeted management, research, and
education. The primary goals of the Reef Resilience Coordinator position
are to:

 Lead the development and implementation of Guam’s Reef Resilience
Strategy.
 Coordinate the response team, including facilitation of training
activities, and further development standard operating procedures and plans..
 Update coral reef managers on new and emerging reef resilience
information.
 Support efforts to examine community resilience to climate change..
 Conduct education and outreach related to reef resilience.

Task 1: Develop and Implement Guam Reef Resilience Strategy (50%) The
coordinator will lead the development of a Guam Reef Resilience Strategy.
The goal of the
strategy is to refocus and integrate management activities to build
resilience in Guam’s coral reef ecosystem and the human communities that
depend upon it.
Facilitate one workshop and quarterly follow-up meetings with local
resource managers, scientists, and other stakeholders to develop a reef
resilience strategy for Guam. This effort will
include the development of a communication plan for launching the
strategy. Implementation
tasks may include project management, facilitating interagency communication
and coordination, and preparing grant applications. Creation of Reef
Resilience Strategy outreach materials.

Task 2: Coordinate Coral Reef Response Team (30%) One of the coordinator’s
key duties will be to work with the response team to improve
preparation and coordination. The response team includes staff from Guam
Department of Agriculture, Guam EPA, Guam Coastal Management Program,
University of Guam Marine Lab,
NOAA Fisheries and others. Activities will include planning, training, and
communications for the team. The coordinator will facilitate quarterly
response team meetings to develop/review/update plans
and standard operating procedures and discuss current or emerging issues.
The Coordinator will work with agency personnel to make changes to plans
and SOPs and disseminate documents to
the team and other relevant stakeholders. Coordinator will play a key role
in facilitating exercises, trainings, and/or workshops at least twice a
year to build or maintain response team skills.

Task 3: Education and Outreach (20%)
The coordinator is also expected to network with other reef resilience
practitioners in the region and update local managers on new and emerging
science and management. The Coordinator will
also develop outreach products related to the reef resilience strategy and
response team and provide outreach presentations to stakeholders and the
community at large.

Outcomes and Products
The following are expected outputs and products from this project:
 Development of a Guam Reef Resilience Strategy (includes a workshop in
FY14 to develop the objectives and priorities with agencies).
 Coordination of workshops, trainings, and/or exercises at least twice a
year for response team.
 Update communication plans, SOPs, and training modules as new information
becomes available.
 Conduct outreach related to reef resilience.

Qualifications
The Reef Resilience Coordinator should have a Bachelor of Science Degree
with a background in Marine Science or Marine Management due to the highly
technical nature of the Scope of Work.
