All hard corals (Scleractinia) are listed on CITES (the Convention on the
International Trade of Endangered Species), as are all black corals
(Antipatharia spp.), organ pipe corals (Tubiporidae) and fire corals
(Milleporidae). See also: http://www.cites.org/eng/app/appendices.php.
That means they require an export permit when they enter another country,
something that is strictly enforced in Europe, the US and most of the other
180 or so member countries. That means that at least the tourist trade is
somewhat controlled, although any country should of course provide
information on CITES listed species present in the country and liable to be
encountered in markets.
