[Coral-List] Bad news for reefs in S. China Sea

Dear Doug,

This was happening on the Great Barrier Reef decades ago - primarily by the
Taiwanese fishermen, I believe.  For all I know, it may still be going on.
The fines and other penalties are very stiff.  But we used to see the
results of it upon diving in the central region.
