Find below the announcement for two positions open at Florida Department of Environmental Protection.  Both positions are in Beaches, Inlets and Ports Program, which is a regulatory program working on permitting of projects like beach nourishment, erosion control structures, inlet management, some aspects of port construction/remodeling, and some others.

The position of Environmental Consultant
The authorization of projects mentioned above, includes the evaluation of potential project-related impacts to coastal marine ecosystems (coral reefs/hardbottom communities, sea grasses, mangroves and marshes). As well as the evaluation of the proposed avoidance and minimization measures, and proposed monitoring for potential impacts and success of mitigation.  Work also includes estimating compensatory mitigation for unavoidable impacts and interpretation of data from monitoring.

The ideal candidate is familiar with the ecosystems mentioned above, has a strong background in biostatistics, and is skillful working with large amounts of data. A PhD in marine biology or ecology is preferable, but we will also consider a candidate with a Masters Degree with extensive experience relative to the job requirements. Field inspections include SCUBA diving and on average the Environmental Consultant may participate in 4 to 8, one-week-long, in-state dive trips per year.

The position of Environmental Specialist II
I do not have to add much to the description provided.  This specialist manages the permitting of the project, compiling all reviews by the subject matter experts (engineers, biologists etc.) and liaising with the applicant/agent and various reviewers to issue the permit.  Knowledge of natural sciences, good writing and communicating skills are essential for this position.

Program Overview:
The Division of Water Resource Management, Beaches, Inlets and Ports (BIP) Program is accepting applications for a full-time Career Service position, serving as an Environmental Consultant. The BIP Program regulates activities that are located on the sandy shoreline facing the Atlantic Ocean, Gulf of Mexico, the Straits of Florida, or associated inlets; activities that extend seaward of the mean high water line; activities that encroach upon sovereign submerged lands; and activities that are likely to affect the distribution of sand along the beach. The BIP Program is comprised of three main sections; Permitting (Joint Coastal and Environmental Resource) Statewide; Resource Review (Seagrass, Mangrove, and Hardbottom); and Strategic Planning and Coordination.
 The incumbent would be a member of the resource review team, responsible for reviewing and analyzing JCP and ERP projects with resource impacts and potential resource impacts.
 Routine travel is required to project sites, meetings, and conferences. Field evaluations will take place in water, often requiring the use of SCUBA.

Duties and Responsibilities:

  *   Serves as an expert consult for the biological review of coastal projects being processed by the Beaches Inlets, and Ports program or other programs upon their request.  Evaluates and prepares written reports, as needed, addressing the impacts of proposed projects on water quality and biological resources for the cases of incompliance.  Develops recommendations to minimize impacts and to offset any unavoidable impacts;
  *   Inspects project sites (as appropriate) from the land, air, and water (including SCUBA dives) to observe coastal conditions. Conducts on-site inspections to evaluate coastal resources, as well as the potential for impacts to biological resources. Conducts post-issuance inspections to assess the actual impacts and to determine compliance with the permit. Documents the inspections with photographs and field reports;
  *   Serves to aid in development of methods for impact assessment as well as monitoring and mitigation analysis of coastal resources such as hardbottom habitats, utilizing a GIS database.  Utilize existing resources such as aerial photography, as well as appropriate data submitted for previous monitoring projects in order to establish state wide resource database for coastal projects. Work to create algorithms to utilize in assessment of potential resource impacts from beach nourishment projects;
  *   Conducts impact assessments of biological monitoring reports;
  *   Coordinates and supervises special projects as required by the Division. Coordinates and supervises development of Beach Management Agreements, or other special projects;
  *   Maintains professional knowledge of marine and estuarine ecology, biology, geomorphology, habitat restoration, wildlife protection, dredging technologies, and the statutes, rules and policies of this program;
  *   Establishes and maintains positive and productive working relationships with agency colleagues as well as water management district staff; and
  *   Other duties as assigned by Division leadership.

The Division of Water Resource Management, Beaches, Inlets & Ports Program is accepting applications for a full-time Career Service position as an Environmental Specialist. The Beaches, Inlets & Ports Program (BIPP) processes and manages Joint Coastal Permit (JCP) applications as well as Environmental Resource Permit (ERP) applications (for navigational dredging of deepwater ports and inlets). BIPP reviews these projects to make sure that any potential adverse impacts have been avoided or minimized and that the projects meet the criteria for issuance that are specified in statutes and rules. Once a permit has been issued, the department monitors the progress of the project to confirm that there have been no unacceptable impacts.

Duties and Responsibilities:

  *   The primary responsibility of this position is to coordinate the evaluation of potential adverse impacts to coastal ecosystems associated with beach nourishment projects that require Joint Coastal Permits (JCP) and Sovereign Submerged Lands (SSL) Authorizations. In addition to evaluating the procedural aspects of permit applications, this position evaluates the basic environmental components of the project and consults (as needed) with the experts within the Program, the Division, the Department and other State and Federal agencies in order to complete the evaluation.
Other duties include:

  *   Maintain expertise in the statutes, rules and policies related to this program pursuant to Chapter 120, 161, 253, 258, 373 and 403, Florida Statutes.
  *   Communicates and coordinates extensively with permit applicants, local, state, and federal governmental agencies, and other interest groups.
  *   Reviews applications for completeness and prepares requests for additional information needed to fully evaluate the projects.
  *   Evaluates the impacts of proposed projects and determines if the project meets all criteria for issuance, as required in statute and rule.
  *   Works with the applicant to minimize impacts and to offset any unavoidable impacts through mitigation.
  *   Briefs Management on recommended agency action based on the criteria for issuance. Once approved by management, drafts the documents for intended and final agency action.
  *   Maintains professional knowledge of marine ecology, habitat restoration, wildlife protection, dredging technologies and the statutes, rules and policies of the program.
  *   Prepares responses to applicants or concerned citizens regarding issues related to division project or programs.
