May I suggest this is an illustration why we haven't managed to stem the
decline of coral reefs?  For everything that people do that impacts reefs,
there is someone who is benefiting from the action that impacts the reefs.
The result is opposition to action to save reefs.

Good management can be done, it has been done many places, but it's not
easy.
