[Coral-List] Eutrophication over ocean warming in coral decline

I was wondering if this paper would lend support to the argument that significant water quality improvements should precede any larger-scale coral restoration projects in areas where coastal development and population growth have impacted the ecological functions of coral reefs.

 (As in the Restoration Blueprint for the Florida Keys National Marine Sanctuary and other areas similarly affected).
