[Coral-List] please pardon our dust

This is an administrative note about Coral-List. Our host facility has a
number ongoing construction projects, including the building of a new
datacenter. This, combined with covid-related limitations on in-person
access, has led to some recent challenges.

In my understanding the list was offline for four days starting last
Thursday, and again this morning for nine hours. These are unplanned
outages and it's not clear to me if the underlying problems have been
resolved, but in the bigger picture we expect to be in a much more robust
operating environment in 1-2 months.
