The Work You Will Do:
The Office of Resilience and Coastal Protection (ORCP) Coral Protection and Restoration Program (CPR) is seeking to fill a full-time Environmental Specialist III. This position is a core member of the CPR Team and will help guide national and state coral reef policy to ensure effective state-wide coral reef-related authorities, policies and procedures; provide leadership for disease and bleaching response, restoration of Florida's Coral Reef, and regional water quality priorities; and effectively administer state funding for Florida's Coral Reef priorities.

Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

This position is a core member of the Office of Resilience and Coastal Protection's (ORCP) Coral Protection and Restoration (CPR) Program and will provide technical, planning, procedural and assist with budget recommendations to the CPR Administrator. In consultation with the CPR Administrator, performs the following:

  *   This position serves as the Environmental Specialist III (Program Coordinator) of the CPR Program and is responsible for overseeing all water quality, restoration, and stony coral tissue loss disease response related program initiatives, including the Governor's initiative as directed by leadership.
  *   Works closely with the CPR Administrator to plan, develop, direct, and coordinate implementation of activities; to set and implement high-level priorities and goals and to ensure that the CPR Team's efforts are aligned with SCTLD and disturbance response goals as well as other state priorities. This position is intended to be a conduit of information related to response activities and management priorities, including for up-to-date information on CPR-related priorities and budgeting.
  *   This position will oversee CPR staff by providing technical oversight, assigning work, reviewing progress, assessing performance, and training CPR personnel. Responsible for assisting in the development and management of budgets, contracts, grants, and general program administration support in compliance with state laws, policies, and procedures.
  *   Works with numerous partners in both the public and private sectors to further the state's efforts in protecting coral reef resources in Southeast Florida. Works collaboratively, fosters and maintains effective communication and exchanges information with intra- and interagency staff, stakeholders, and the general public. Works collaboratively and exchanges information with CPR staff, principal investigators, and all interested stakeholders. Maintain and establish new partnerships with a variety of stakeholder groups including resource users, NGO's, educational institutions, and government agencies.
  *   Assists in preparing the scope of work, assists with the development and management of grants and contracts, oversees contractors, and associated progress reporting and financial tracking for all assigned projects. Maintains program and project files and records. Analyzes data, develops, and maintains databases, prepares progress and financial reports, and facilitates annual review (and revision, if needed) of assigned core programs and projects. Makes purchases via state purchasing card (p-card) as authorized and applies correct funding codes through the P-card Works or other accounting system.
  *   Where appropriate, represents the DEP, ORCP, and CPR. Develops and presents leadership briefings, as needed. Attends all necessary DEP, ORCP, and CPR meetings and functions. Attends training programs (where funds allow). Assist with education and outreach activities, as needed. Periodic weekend and evening work may be required.
  *   May aid in the event of an emergency at the DEP field offices, including pre-storm preparation, post-storm clean-up and replacement of stored goods to ready field office for operation after a storm; or other services assigned.
  *   Performs regular local travel throughout Southeast Florida. Occasional long-distance travel.
  *   Snorkels or SCUBA dives as required to assist with field work. Responsible for maintaining all CPR dive and vessel-related equipment, including safety equipment.
  *   Performs additional duties and special projects, as assigned.
Required Knowledge, Skills, and Abilities:

  *   Knowledge of coral reef ecosystems and general marine science or coastal resource management
  *   Knowledge of ecological and resource management terminology, principles, and methods
  *   Knowledge of water quality issues, coral propagation and restoration practices, climate change, coral disease and bleaching, and other coral related topics
  *   Ability to accurately assist in the management a large budget; understand and apply applicable rules, regulations, policies, and procedures relating to state procurement and contracts.
  *   Ability to identify the hard coral and reef fish species of Southeast Florida
  *   Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs
  *   Ability to formulate policies and procedures
  *   Ability to effectively communicate complex scientific concepts to a diverse range of stakeholders
  *   Ability to be flexible, multitask, and meet tight deadlines
  *   Ability to manage multiple, multi-year, concurrent projects
  *   Ability to work in a team setting and independently and complete tasks (with attention to detail) under minimal supervision
  *   Ability to determine work priorities, ensure proper completion of work assignments
  *   Ability to communicate courteously and effectively with a diverse range of people
  *   Ability to establish and maintain effective working relationships with others
  *   Skills in math and analytics
  *   Skills in organization, writing, and editing (both technical and colloquial)
  *   Skills in public speaking, meeting facilitation, and conflict resolution
  *   Skills in coordination of the work of others
  *   Skills with PC computers and Microsoft Office Suite including Word, Excel, and PowerPoint
  *   Skill in small boat handling and trailering, or the ability to acquire these skills
  *   Skill in Scuba diving experience
  *   Ability to lift a minimum of 35 lbs.
Minimum Qualifications:

  *   A bachelor's degree in one of the marine environmental or biological sciences or a related field from an accredited college or university; and two years of verifiable related experience in a business environment and/or project management, or any combination of post-secondary education or verifiable related experience as described above, for a total of six years. Master of Science in environmental or natural sciences or business/finance management and experience in a business environment and/or project management preferred.
  *   This position is medically monitored. Must have prior approval and meet the diving and/or snorkeling validation requirements in the DEP Underwater Operations Manual.
  *   Travel, regular local travel throughout Southeast Florida and occasional long-distance travel.
  *   A valid Driver License
 Preferred Qualifications:

  *   At least 2 years of co-worker oversight/coordination experience
  *   At least 2 years of experience in a business environment, with at least 2 years of project management experience.
  *   Knowledge of ArcGIS software
  *   Knowledge of environmental issues and laws especially as it relates to water and coral reef ecosystem issues in Florida.
  *   Scuba diving experience (>60 dives)
  *   Nitrox certification and experience as a diver for marine science related field work
