[Coral-List] Final Caribbean Coral Critical Habitat Rule

NOAA Fisheries has published a final rule to designate critical habitat for
5 species of Caribbean coral under the US Endangered Species Act.  The rule
will become effective on September 8, 2023.  Thank you to those who
assisted in its development by providing information and public comment.
