The Virgin Islands Experimental Program to Stimulate Competitive
Research (VI-EPSCoR) at the University of the Virgin Islands (UVI) is
seeking assistance with strategic planning for the Center for Marine and
Environmental Studies (CMES). VI-EPSCoR is a partnership between the
National Science Foundation and the higher education, government, and
business communities of the U.S. Virgin Islands to promote the
development of the Territory's science and technology resources. 

Because of significant investments being made at UVI's Center for Marine
and Environmental Studies, UVI and VI-EPSCoR are particularly concerned
that its growth be appropriately managed. During the period 2008-2009,
VI-EPSCoR is funding a comprehensive strategic planning process to
develop CMES growth and sustainability plans, including implications for
staffing, management, and facilities. 

An external panel is being solicited to advise UVI, and CMES in
particular, on planning growth and sustainability over the next 5 and 10
year horizon. The panel members should have experience in developing
small institutions such as CMES into our vision for a center of
excellence in the marine sciences within the Caribbean region (5 year
horizon) and in the global context (10 year horizon). The panel members
should also have experience with the logistical and material problems
posed by our geographic remoteness and small island location. The main
tasks of the panel are to advise CMES and UVI on:
- growth in terms of management, staffing, and facilities;
- integrating research, education, and outreach in an academic research
center;
- stimulating competitive research in the natural sciences;
- enhancing collaborative efforts, both nationally and internationally.

The expected outcome from the panel is a set of recommendations
addressing the major issues outlined above. The study period for the
panel will be between six months and one year. Activities include site
visits to UVI to conduct discussion workshops and other interactions
with key stakeholders.

the St. Thomas campus Purchasing Office, Administration and Conference
Center 2nd floor, Monday through Friday between the hours of 9:00 am to
4:00 pm. 
 
Sealed proposals must be delivered to the University of the Virgin
Islands - St. Thomas campus Purchasing Office no later than 3:00 pm,
Tuesday, September 16th, 2008.
